市の中部から東部、さらに隣の六戸町へと平坦な三本木原が広がる。三本木原は、奥入瀬川が流した土砂や八甲田山からの火山灰が積もって作られた洪積平野である。奥入瀬川は三本木原の南縁をさらに削って東へ流れており、三本木原へ上水するために新渡戸傳が開いたのが、人工河川である稲生川である。市の北東部には、砂土路川が北東に流れている。市の南東部は東西へ伸びる丘陵地であり、丘と丘との谷間を後藤川などが流れる。
